Use a piece of the old cable to check that the speedo head has not seized, this is a prime cause of cable failure. Slip the inner cable out and inspect for oil, there should not be any oil in the cable, if oil is present the pinion oil seal has failed and must be replaced.
If removing the old pinion oil seal, be gentle, if the housing is plastic it is prone to splitting = expensive mistake.
